KPMG PRI becomes first verification body accredited by ANAB for Section 45Z clean fuel certifications

New accreditation scope supports independent certification of fuel production and carbon-intensity information for U.S. clean-fuel producers

CHICAGO, Aug. 24, 2026 /PRNewswire/ -- KPMG Performance Registrar Inc. (KPMG PRI), a subsidiary of KPMG Canada, has become the first verification body accredited by the American National Standards Institute (ANSI)'s National Accreditation Board (ANAB) to perform third-party certifications under the United States' Section 45Z Clean Fuel Production Credit.

The accreditation scope extension enables KPMG PRI to independently certify eligible fuel production volumes and carbon-intensity information used by producers in connection with Section 45Z tax credits. KPMG PRI is accredited to ISO 14065, an international standard that establishes principles and requirements for organizations that validate and verify environmental information.

"This accreditation is an important milestone for KPMG PRI and for clean-fuel producers navigating the evolving Section 45Z requirements," said Tom Darling, Partner and Senior Vice President, KPMG PRI. "Independent certification helps give producers, regulators and other market participants greater confidence in the fuel production and carbon-intensity information supporting a claim. As the first verification body to receive this accreditation scope through ANAB, we are well positioned to bring our experience in third-party verification and certification to the U.S. clean-fuels market."

Section 45Z provides an income tax credit for qualifying clean transportation fuels produced in the United States. The value of the credit is tied to production volume and the fuel's lifecycle greenhouse gas emissions rate, creating a financial incentive to produce transportation fuels with a lower carbon intensity. The credit applies to qualifying fuels produced in the U.S. beginning January 1, 2025, and, following amendments under the One Big Beautiful Bill Act, sold through December 31, 2029.

"Section 45Z represents a significant opportunity for the U.S. clean-fuels sector, but producers need credible, supportable information to pursue the credit," said Daniel Leonard, Managing Director, Tax, KPMG U.S. "KPMG PRI's accreditation adds important verification capacity to the market. Together, our teams can help producers understand the certification process and prepare for the level of documentation and scrutiny expected under the program."

KPMG PRI has provided independent greenhouse gas validation and verification services for more than a decade. Its existing accreditation covers a range of activities and sectors, including clean fuels, manufacturing, power generation, chemical production, agriculture and oil and gas production and refining. KPMG PRI has held ANAB accreditation for greenhouse gas validation and verification since September 2010.

KPMG PRI will work with KPMG U.S. to support U.S. clean-fuel producers seeking Section 45Z certification services.
